i cant be sure if its good or bad….cuz why cant they simply make university as the non-smoking area?
but to be fair….i think they are being realistic…and nihonjin are so well discipline, that they will only smoke at the ‘designated area for smoking’…so not only non-smokers can avoid being the second-hand smoker inside university (simply by avoiding this area)..but also it prevent cigarette butt being toss everywhere…any where…like at…hmmm….nuff said…
